Richmond – The California Department of Justice has published the names of two Richmond police officers who shot and killed a man in February when he allegedly accused them of an empty sheath.
The officers, identified by the state agency as Nicholas Remick and Jessica Khalil, fired and killed José Méndez-Rios, 51, a confrontation on February 4, 2025.
The Department of Justice released the names of Remick and Khalil as part of their state protocol that investigates any case in which the police kill a unarmed person. Week before, the office of the lawyer of the city of Richmond, Dave Ashire, responded to a request from this news organization for the names of the INSAD officers, launching a list of 31 names of officers who responded to the incident that day, including Khalil and Remick.
The president of the City Police Union, the Sergeant. Ben Therriault criticized the decision of the city to “cloud the waters” by releasing 31 names instead of two and said that the publication falls another problem.
“The city is a request by agreement and policy to notify the officials that their names are being disseminated,” said theult. “No officer is surprised to see that the city violated its own negotiated rules.”
The city has not yet published video images of the fatal encounter.

Méndez-Rios was killed a little before 9 pm on February 4, along the railroad tracks near the 300 block of Carlson Boulevard in South Richmond. A press release from the Richmond Police says that the officers appeared around 8:15 pm and tried to judge Méndez-Rios under suspicion of violating their probation by committing an act of domestic violence.
Méndez-Rios supposedly refused to surrender. The press release says that the officers spent half an hour trying to discourage the situation when he loaded them with an empty sheath that, in the dark, seemed to be a large knife. Remick and Khalil then shot him.
Remick is the accused in two active demands of police brutity. One alleges that he was present when two other officers judged a man duration of a trial. The other says Remick and a second officer, the sergeant. Alexander Caine, sent a man named Kwesi Gus for the emergency room with multiple injuries to film the police while arrested another man for a high -speed persecution. The city has submitted a response to the demand saying that the defendants “express any irregularity”, without going into details.
In addition to the Doj investigation, the against Costa Sheriff will hold a research hearing to review the death of Méndez-Rios on a date to be determined. These are routinely heroes for all children’s deaths, from shootings to incidents where people who or natural causes in jail, and jurors are asked to decide the official form of death.
It is the first police shooting that involves a Richmond officer since 2023, when the police shot and killed a 66 -year -old man who lasted a raid.
